How do I know this is not a Spoof email?

Spoof or 'phishing' emails tend to have generic greetings such as "Dear PayPal member". Emails from PayPal will always address you by your first and last name.

This email was sent to #EM#, because your email preferences are set to receive Partner/Third Party Promotions.

The copious engrish adds a lot of credibility though, since it's the standard for all customer service professionals.

It is. That simple.

I think it's funny that they expected you to use their bogus suggestions for determining that. The biggest things are the unprofessional wording (" we think that the hackers have hacked it") and trying to convince you to use their "special link," staying away from the official website (never use the email links for logging in to anything even in legit emails).
 
I support having a large global drone fleet that will drop a smart bomb on whoever sends these emails.
 
It was worth posting just for the hilarity where the email tells you that spoof emails have the same type of greeting that the email used.
