He's NOT using the "Presidential Seal". Compare the actual seal, with what's on the letterhead, and the differences are pretty obvious.

What he's using, doesn't even have the inner circle of stars, nor the "E Pluribus Unum" over the eagle's head.

Like everything else in his life, what he's using, is a cheap forgery.

In fact, upon closer examination, instead of "E Pluribus Unum" over the eagle's head, he put the
Q-nutball's eyeball.
