Domain policy not taking effect?

Our domain policy here automatically sets up the proxy information in Internet Options. However, some computers receive this information, but do not use it. i.e., they try to connect without proxy, even though the values are filled in correctly in Internet Options. The only way to rectify this is to open Internet Options, Connections, LAN Settings, and then click OK on that screen - even though the values are already filled in! This happens on Win2k and WinXP, but randomly on different machines with identical setups. It makes no sense!

Any help?
