domain names

A domain like that is called a "subdomain" -- it is set up by the DNS administrator of the domain owner. In your example, that would be the admin of verisign.com. They can point to a different IP than the domain or simply a different directory on the same IP of the domain's server. They are often used to organize information on a website or to allow different users to have their own unique URLs (ie, user1.userhomepages.com, user2.userhomepages.com instead of longer and more 'undesirable' URLs like www.userhomepages.com/user1/ and www.userhomepages.com/user2).

You can get one from some web hosting providers (both free and pay) or by making an arrangement with a friend who owns a domain name. Several, but not all, hosting providers will charge some type of DNS setup fee to create new subdomains on a domain you already own.
