Why is it that two different people can possess the same domain name?

For instance,

svc.com is owned by megapath networks

while

www.svc.com is siliconvalleycompucycle.

Why does the www. make a difference?
 
Megapath networks is a hosting facility. They probably registered the domain for Silicon Valley Compucycle.

The actual domain is svc.com. The www is a subdomain that is handled by DNS.
