When you go to pages like this, who sets up those pages? Who's hosting that domain?

breakdown.com was bought by someone (an advertiser), just like every other domain.

If the domain is available (unregistered), you can buy them from namecheap.com, godaddy.com, etc. If it's already registered, such as in this case, you need to contact the website's current owner about buying it from him/entity.

If it's an available domain, they can just book it as they're ICANN accredited registrars.

If it's taken, they can't technically sell it to ya.

if it ain't a dot com an org or at a stretch, a dot org, it's too much work for people to remember unless they have a business card.

international domains are acceptable though...tk, mx, ch, uk...

Why so much?

Did a bit more looking and they go down to about $13 a year depending on who you use. .ca domains go through CIRA (http://www.cira.ca/en/home.html) which charges each registrar $8.50 a domain, compared to the ICANN which charges $6. There also appears to be a lot bigger of a markup on .ca domains as they're significantly less popular.
 
Plug a few key words into name spinner and it will offer some suggestions.

Last week I was on Skype with another AT'er trying to think of a domain, after about 70 different tries ... we finally found one which was not registered. Wow that took a while 🙂
