I own 3 dogs, one black lab and two Jack Russell terriers.

We keep the jacks in the house or in the kennel. My wife puts the lab out in the morning and in the evening. One of my neighbors is a jogger who is afraid of dogs and my lab likes to go jog with him. The neighbor calls the dog catcher every time he sees the lab or jacks off our property. So far we have received two fines of $200 each.
Problem: I can?t convince my wife to keep the lab restrained and the neighbor keeps calling the dog catcher.
Special Aggravating Episode:
The small jacks (12 lb dog) got out trough my wife?s legs when she had the door opened. My wife jumped in the car and went after the dog immediately. Of course the dog went right to the neighbor?s back yard. My wife was right behind him, got out of the car and called and tried to get the dog to come to her. By this time the neighbors, who were out on the deck, all run in the house and close the door in a panic. The dog is running around in their yard, tries to run across the thermal blanket covering the in ground pool. He falls in the water, then under the cover and just about drowns before my wife can get a hold of it. Of course the neighbor called the dog catcher and claims that the dog damaged the pool liner. Frankly I can?t see how a 12 lb dog would damage the lining of an in ground pool. I don?t know if I am going to get a bill yet. I think a responsible pool owner should have a fence around his pool for safety. At this time there are no laws mandating the construction of fencing around pools in our area. There are young children living in the neighborhood.
In the house, the jacks are fairly easy to control but they don?t listen to her as well. I asked her to put the dogs in the kennel or deck before opening the front door but she thinks it?s too much trouble.
How do I convince my wife to keep the dogs restrained and under control?
The dogs have never bitten anybody.

Should I try to get new laws implemented to mandate the construction of fencing around all pools in my area? I am thinking of the children.
