No, he doesn't like to carry them because they tend to escalate a touchy situation. Not sure I agree with him entirely on that but it seems to work for him.

"Dog" may be (okay, is) white trash, but he's one of the good guys in this situation. There's nothing "scummy" about grabbing a serial rapist and turning him over to the authorities. Hopefully Alberto Gonzales will tell Mexico to shove it.

Correct, he cannot get a CCW, and that's why he's in Hawaii, because most other states have laws stating that felons cannot be bounty hunters. I think Hawaii amy be in the midst of a bill regarding that, though.
