doesn't boot when cold: Epox 8KTA+, Xpert 128

I am running win98 with Duron o/c to 880mHz, seems to run fine and reboots when warm without problems. Only problem is when the machine is cold (turn on after being off) it gets stuck on the win98 splash screen.

I have latest bios, video card, MB drivers all installed. Any help out there?

You may want to try a tad more voltage, sometimes cpu's need that extra lil bit to open windows when starting from a cold boot.
