Yep

After you install XP, go Control Panel, Add/Remove Programs, Add/Remove Windows Components and select it.

Sort of, XP pro and 2k pro come with personal web services. Based on IIS but doesn't have all of the features enabled (like multihoming)

IIS on WinXP isn't as fully featured as the IIS on Win2k server (namely, the amount of allowable concurrent connections). Depending on what you're doing, IIS, on XP is good enough. If you plan on running it with your cable/dsl line, do yourself a favor and patch it up.
