Does WinXP SP2 cover for SP1

My XP's been acting up a little. Like when it boots, I get the wallpaper, but icons won't show up until I do Cntl-Alt-Del and then close the Task manager. I have installed SP1, but I have not done the SP2.

I'm thinking of doing a fresh install to new HD. So, I wanted to create a slipstream CD inc. SP2.
So my question is does SP2 cover for SP1 or do I have to download SP1 as well.
Or avoid the whole thing and just install SP2 and hope problems will disappear...

yuck, run spybot and spy sweeper and anything else you can get your hands on..........maybe try registry cleaner
