Does winXP personal use NTFS?

I read somewhere that winXP personal supports some, but not all, of the features of NTFS. Is that true?

It uses NTFS without file system security.

Really, I thought the personal edition still has file security ... like user permissions and stuff but not file encryption.

I thought Home edition basically makes everyone administrator, so that means you'd be able to see all files anyway, right?

It can use NTFS but it strips out all of the useful benefits of NTFS.
