does windows xp have partition utility?

Start->Control Panel->Administrative Tools->Disk Management if memory serves me correctly.

Start -- Run -- diskmgmt.msc

Its not exactly a very good one though. If I recall correctly it can't resize without data loss.

The command line utility is called DISKPART, which you can use without installing XP; you can boot the XP CD and choose Recovery Console. It is the same utility you see during the XP install if you use the option to delete and/or create a partition.
