Does Windows 98 download speed top out at 100KB/s?

I have a 1.5MB plan from my ISP. On my WinXP computer, I always get 150KB/s downloads. But on my Win98 comp, it always tops out at 100KB/s even from the same websites. Does Win98 have a limit?

XPs TCP/IP stack is better than win98. When dealing with high latency/high speed connections like home broadband some tweaking of the stack can yield great results.

I think there is still a program out there called DrTCP that you can easily make changes with, keep increasing your receive window (RWIN) up and up until you get the best performance.
