Question Does Windows 11 have problems with scrolling with a wheel mouse?

Just got a new computer (custom built) with Windows 11, after 13 years on my old box with Windows 7.

I'm distressed to find that frequently I can't scroll using a mouse wheel. I've tried with the new Logitech mouse that came with the deal, and also with my good old Microsoft Wheel Mouse Optical. It's specific to certain programs. It either works with a program or it doesnt.

And it's especially maddening because the Win 11 windows have the skinniest trackbars (is that the name of the slider channel on the right side, where you drag the button up and down to scroll?), and it's tricky to get the mouse in there to click or grab the thumb slider.

Is that just a feature of 11? If it is, it's the biggest surprise I can imagine.

I tried the updater thing, no help. Tried googling for latest driver for Logitech, tried the Logitech website, no help. Still same inconsistent behavior

Look around in your control panel "mouse" and see if there are some settings you can try changing (eg, pointer speed, wheel indexing size, check boxes, etc.). Also, go into your BIOS & check for mouse and USB controls/settings. For example, if USB is set to something other than "legacy" then change it to "legacy."

Well, puzzle solved. The guy who built the box came in with a remote connection program that lets him see and control my machine. He was looking around in Settings -> Apps ->Installed Apps and saw my little utility called KatMouse, and asked what is that, and I said "that enables the mouse to scroll in inactive windows when the cursor is over them". He said that Win 11 has that built into mouse settings, and he deleted KatMouse. And that was it, wheel scrolling started working everywhere.

It always helps to have someone who knows things

And thanks to y'all for your suggestions

KatMouse is a freeware utility that is not a development of a major developer such as Logitech. It is for use in older OSes and is not supposed to be used in Windows 10 and above as KatMouse type functionality has been incorporated into those OSes. Thus, if installed in Win 10 & above, KaMouse would likely [inevitably?] conflict with the OSes built in cursor control functionality. (This freeware probably got [inadvertently?] installed during the wireless driver installation and it seems to me that your builder should have caught that.

And BTW, in my experience, dueling drivers and control problems are lot more frequent with sound functionality.
