Does Windows 10 have anytime upgrade?

I don't even know what that is. You mean like you pay for the pro version and your home version instantly becomes the pro version? Yeah I think it does that.
 
I have 10 home on my tablet and I've never seen an option to upgrade to pro being offered on it. As a matter of fact I just used the search function on it and nothing about upgrading to pro is offered.

Yep....Looks like it does. I can't test it as I already have Pro.

Settings > Update & Security > Activation > Click on go to store > Should be there.

Yes you are correct and I tried it taking me to the store where pro is now being offered for $99.99.
