Does vsync reduce the load on the video card?

I hear what I think is coil whine when the card is running very high fps (ie. a game menu) but don't when vsync is on and fps is limited to 60. So does enabling vsync reduce stress on the card?

Also, does triple buffering increase input lag?
 
I did some tests a loooooong time ago with a kilowatt meter and Vsync is a great way to reduce power consumption. Of course, if a game never exceeds the Hz of the monitor in frame rate, then it wouldn't reduce power consumption.
 
Reduces load and heat as long as your gpu has enough overhead power. CSS for instance.
I don't know why every game doesn't include an FPS limiter. Vsync can be annoying.
