Does verizon dsl cap the amount you d/l?

I recently switched to Verizon DSL, recently my router/modem/accesspoint keeps resetting itself. i'm wondering if it's because they cap the amount i upload/download. I am running a picture server that is a personal one, and this could be a problem if they cap data uploads/downloads. Also, it feels as if they are capping newsgroup speed too...is this true?
