Does USB 2.0 = High speed USB?

I have an Epox 9npa+Ultra motherboard with USB 2.0 ports. When I plug my ipod shuffle in, I get a message saying that the device is not connected to a high speed port, then I view the list of ports and it says there are no high speed ports available. Am I missing software/drivers to make the high speed capabilities work, or is it a hardware limitation?
