Go to Timewarnercable.com, enter your zipcode, click Pricing, and select your region to download their priceguide. According to this price guide, they offer a Lifeline Service for $11.53/month, though it doesn't say what it includes. Standard service - $49.50.
 
My girlfriend subscribed to this at her apartment in the albany, ny area last year. It was like 14/mo after taxes etc.
