I am copying about 100GB (approx 23000 files) from a PATA hard drive to a SATA hard drive.

The SATA drive is also my OS drive (win Vista).

The process is transferring at a meager 9.76MB/sec

Does this sound right?
 
What's the CPU utlization in the task manager look like? Also use the performance monitor for better accuracy. Make sure both drives have advanced performance options checked in their properties sheet in the device manager.
 
the CPU is an AMD BE-2400 (2.3Ghz dual core)
CPU utilization is only around 8-15%
1.38GB of theoretical 4GB used

The "advanced performance" boxes were not checked. Can this be done on the fly?

The transfer is about 1/2 way done (55GB to go)
