The company I work for has the same thing.. We have public switches that our customers connect to, and if they want private access to our backup servers, etc, we have a GigE based private network they can connect to....

 
They could be using virtualization hardware to provide the separation between different layers. Otherwise if it's just an out of band network then that's what it is.
