Does this sound like a problem with my monitor or my video card?

Ok, I have a Samsung Syncmaster 950p and a Leadtek GeForce 256 DDR. If I display my desktop in 1024x768 everything is all good. Same with 1600x1200, these are too large and small respectively. However, if I try to use any resolution between these two there are some weird halo like lines that start from the side of the screen and go across the monitor. Different resolutions and different refresh rates cause different patterns. They aren't circular in the sense that they form circles,so maybe halo wasn't a good word to describe them. They also vary in density and width with different refresh rate and resolution combos.

See if you can borrow another monitor and video card to see if the problem goes away. I would try the video card first though. Have you tried different drivers for the card?

Have I tried different drivers...LOL. I've tried 80 bazillion trying to stop the BSODs in XP :)

What you describe sounds like Moiré. Most monitors have Moire adjustment controls, see you user guide.
Moiré is caused by the interaction of the beam and the mask or aperture grill. Simply changing the resolution you run will in most cases eliminate moiré completely. Moiré controls are a nice way of saying Defocus controls, because that is what they do.

Yeah, it's Moire. I found the moire controls and was able to make it 500 times better but it is still noticeable if you're looking for it, which I am. Is there any other controls that might help bring it down a bit?

I had that same monitor. I had horrible moire regardless of refresh rate or resolution. I used it about 3 days and finally took it back to CompUSA and swapped it for a Sony (see sig). That monitor is very popular but anybody can make a dud every now and then. You may have one. I know I did.
