Does this sound like a power supply problem?

I just built a computer with the followng:

Biostar M7VIT motherboard
Enlight 360W PSU in Enlight mid-tower case
AMD Athlon XP 2700+
ATI Radeon 9700 Pro Video
512MB PC2700 DDR
Western Digital 80GB HD
FDD
Samsung 16x DVD
56k v.90 modem
10/100 nic
Windows XP Home

Severla times now, when I boot the computer cold, the fans spin up but the computer does not post. After shutting the computer down two or three times and restarting it, it then posts fine. Once in Windows, the computer runs fine. After letting it run for awhile, if I do a restart of shut it down completely and then immediately restart, it restarts fine. If I shut it down completely and then wait a couple of hours, it then won't post right away again. Kinda like it needs to be warmed up in order to post...

Opinions, please!

First thing I would do would be to reseat everything and set the BIOS to default. Work from there.

Cold boot problems are a PITA, good luck ;)

Coupla thoughts...
Check your psu mobo connector, make sure you can't see anything obviously wrong ( color of connector, shape, etc)

Check for a newer bios that might address the issue.

Remove everything except the cpu/hsf and ram. Boot. If successful, start adding components--test booting after each addition.

Test your mobo battery to make sure it's not losing it's charge. ( course seeing bios setting reverting back to default should also tell you that...)
