Does this sound like a dying HDD?

My friend's HP laptop was stalling at the Windows load screen the past month, and he noted that prior to that load times got progressively longer. Here's what I've done to troubleshoot it so far:

Passed Memtest
Was able to load an ubuntu live-cd and copy his files before formatting. Was able to delete partitions in ubuntu.
DFT won't load
Windows 7 Install disc stalled on setup screen
Safemode or system restore fail to load as well

Not sure what else to try... is the HDD shot?

Our HP laptops at work all have a drive test in the BIOS that seems pretty good at detecting bad drives. You may want to look and see if his laptop has one.

It froze at 48% when I first tried, but I'll give it another shot.

Edit: Same thing again
