Does this peltier require a water cooling system?

Don't think so, but I personally don't buy without seeing it. No clue what it is, I would assume a 3 fanned peltier heatsink. I just don't think Peltiers and air-cooling belong together though, at least not for AMD use.
 
To me, it looks like it's basically a heatsink, that they named a peltier cooler.
Notice "Peltier Triple Fan Cooler" ie, a cooler for a peltier.
