Does this on-board video support hardware hd decoding?

I want to build a low cost computer that can handle internet streaming hd, say 720p. I was looking at the Nvidia 7025/630a solution. I can't find a decent review nor can I understand Nvidias website.
Apparently the 7025 also comes in a 7025pv version which incorporates "pure video" and a dvi output.
Since I only need a vga out put I was looking at the 7025 boards.
Does a 7025 board have hardware hd acceleration?
If not, or if you don't know, is it safe to assume any Nvidia discrete graphics card with a pic-express interface and at least a 6000 series chipset has built in hd hardware acceleration?
