Does this mean my power supply is dead?

I just got my Fong Kai FK-320 case to day with a 350W Enermax power supply. I don't have my motherboard yet, so I just decided to plug the ps in and try it out. I plug it in and flip the switch -- nothing happens. I've tried both voltage settings (115 and 230) but niether work. I'm I just missing something here? Do I have to have the rest of my hardware hooked up to it for it to turn on? I thought I could just plug it in, turn it on, and the fans would start turning, or I would at least hear something. Was this assumption false? Help appreciated.

No, your PSU isn't dead. It wont turn on unless you have it connected to the mobo.

MAKE SURE THAT YOU PUT THE 115/230V SWITCH BACK TO THE CORRECT SETTING!!!!

You can trick it to turn on by shorting 2 pins in the ATX connector.. i dont remember offhand which ones though.
