It's a photo using many, many light sources. Done by Jill Greenberg I believe:

If you look at the eyes of some you will notice that there are at least 3 catchlights. There is also side lighting, hair light, background fill, and probably another light on the back.

Okay it wasn't done by her, but it's a similar style.

There is a controversial idea that humans retain more juvenile features than other great apes. So maybe it's not so much that the baby looks human, but that humans resemble babies of great apes?

I would've thought it was taken with only one flash.
