I think the Mods are able to do that. Otherwise how are they possible to not only ban people but also block their ip's?

Privacy is always in jeopardy when online. It just depends on what aspects of your privacy you are willing to publicize. Bill Gates once said, "Guess what, you lost your privacy a long time ago" when asked about the issue. BTW the quotation marks are used to identify the statement and do not necessarily reflect the exact words.
