for my apartment peopple have to call up and it causes the phone to ring...now my roommates dog knows ringing phone = people coming and starts barking a lot

is there any device that would light up the first couple of rings and then maybe after that it starts ringing (in case we are in another room)

Of course. Deaf people regularly have them.

deaf people talk on the phone ?!?!?

As a matter of fact, yes - though I think it requires an operator as a go-between. The deaf person has a machine that they type into (foreget what it's called), the operator recieves the message, and relays it to the other end. Going the other way, the operator types a mesage to the deaf person. It's either a TTD or TDD machine. A friend of my brother's has one, because both of his parents are deaf.

I once picked up a couple such devices at Radio Shack. Can set it to a combination of ringing/flashing.

What happens if the dog learns that flashing light and/or ringing means people are coming?
