Does the riaa go after people who only download mp3's?

That's probably the BSA or those "p2p" detectives. You're committing piracy any way you slice it, so don't expect to get away with "just downloading warez".
 
Technically right now they're only going after people that upload music, i.e. have files shared. I'd also assume that the RIAA probably isn't interested in warez, since they are a music industry group. However, I wouldn't wanna mess around with the BSA if they ever get the idea to investigate. They're not exactly known for being nice about it.

Actually they're going after both.
 
Basically if has been copyrighted some organization will find a way to you put you in a federal pound you in the ass prison if you are transferring the file any direction.
