Yes, but the upscaling sucks.

I don't know how it compares to 360 because I've never watched a DVD on the 360 but it is horrible compared to my Pioneer. I unplugged it and put it away when I first got the PS3 but I quickly pulled it out and hooked it back up.

Sucks compared to the 360, I should have said.
Both my 360 and PS3 are connected via HDMI. On the PS3, there's more artifacts/pixelation when there's a lot of action on-screen whereas the 360 looks much smoother.

My PS3 is hooked up to a 50" Panasonic Plasma and up-scaled DVDs look very good with no artifacts. Only thing I tend to notice is extra fuzziness around static text, but I can usually pic that out in 480p anyway on smaller screens.

Same here. DVDs look fine. I think it depends a lot on your settings.
Try taking a look at this guide for setting up the PS3 for optimal HD movie viewing.

And yes, you absolutely must use HDMI to upscale on the PS3, or and other upconverting player for that matter. This is a restriction put in place by HDCP.
