Does the Post Office discourage the resourceful use of packing material or what?

I tried to send something with Parcel service in a Priority Mail that someone used to send me something with Priority. The clerk tells me I can only send Priority Mail in that box.

I can understand that they won't give you a Priority box in the station to send it Parcel Post, but why do they raise a hell about using a Priority Mail box that was already used to send something and they've already collected the postage?
 
Probably just to save them the headaches of having to decide if the box being used is used or new. I'd imagine a box that was handled well and didn't have extra-sticky tape would be in pretty good condition, almost new!
