Does the panaflo FBA08A12H1A react well to a fan controller?
I can get these panaflos for about $3 each. I don't know if I should use the savings to put towards a fan speed controller or just get the FBA08A12L1A. I suppose what I'm asking is, just how well does the 'H' panaflo do at 7V compared to the 'L' panaflo without a controller @ 12V?

The "H" at 7 volts is noticeably louder than an "L" at 12V and puts out more airflow too. I think you can find L1As for $4.50 from one of the electronic supply places right now (Allied Electronics or Digikey or someone, I can't remember). Search the posts here at Anandtech or (more likely) at SilentPCReview forums.

I have H1A's running with rheobus setups in both of my systems.

The first system is a Lian-Li case with 4-80MM H1A's. I've found that once the H1A's are turned down from "full-on", the sound level drops tremedously! At 50% speed, the fans can't be heard over normal room sounds from 3 feet away. This system is next to my HT setup, so I'd certainly notice if the fans were a problem! This setup runs 31-33C at idle, and is a 1700A at 1.88GHz.

The second system has 1-80MM H1A intake, 1-120MM L1A intake on the side panel, another L1A out the top as a blow hole, and a second 80MM H1A as rear exhaust. This is the heavily OC'd system, and is a 1700B at 11x200 used for gaming/music. It's almost as quiet as the Lian-Li system! The 120's have a lower pitched sound when turned down, but still easily bearable. With an SLK-800a/H1A, this system idles at 35C and has never been over 40C.

The rheobus/H1A combination gives you the ability to move air when you want to, with very little increase in noise at any level except full-on.

I have two H1As in the front of my Lian-Li (connected thru the stock fan controller), one H1A below my power supply and two Antec lighted 80mm fans on my rheo bus and the H1As work fine on my rheobus.

All of my fans (even the H1As connected to the stock fan controller) are run thru the rheobus.
