Does the "new" XBOX 360 Elite come with an HDD transfer cable?

The title of the topic pretty much speaks for itself. I've been considering selling my 20 GB Pro once I get it fixed by Microsoft, and I'm wondering if the new $299.99 Elite bundle comes with an HDD transfer cable included?

If not, where is the best/cheapest place to buy one?

Nope. When you buy the 120gig hdd by itself you get one, but it was never part of the elite package. They used to offer one for free when you filled out that form, but maybe they charge for them now.
 
If they do charge for them, you could look for one on eBay or even just go to the For Sale/Trade forum here. I picked one up from eBay for $6 shipped.

Yes, I was thinking of hitting up eBay when the time comes.

I'm just looking at options right now...I probably won't buy the "new" Elite until Black Friday and hopefully be able to score a pretty good deal on it. After I transfer all of my stuff, then I can sell my old repaired one.

I remember reading that when you transfer all of your stuff with the kit, that your new XBOX 360 will need to be signed into XBOX Live at all times in order to use the transferred DLC and such. Is this true?

If you perform a license migration after you perform the HDD transfer you should be able to play your content offline on that machine. You only have to be signed-in to LIVE when you are trying to play content that is not licensed to the console you are currently using.

As R Nilla explained, if you do the migration it'll be the same as it was before. In the past, they didn't have a migration tool and you would have to be signed in to Xbox Live. Just keep in mind that Xbox Live Marketplace purchases are registered to the gamertag that made the purchase and to the hardware that made the purchase (and the migration tool is used to reassign the hardware license to your new console).

Edit; actually, that's the European one. I printed out the US one a while back but I can't find the PDF now. I'm sure if you call MS and give them both serial numbers they will send you one free.

When I bought my Elite the week after the last price drop, they (MS) told me it was around $13 for the cable.

I just bought a 512 MB memory card for $20 and did the license migration.
