Does the lack of payphones in modern society discriminate against the homeless?

Just a note. If you're homeless and you need a place to charge your devices, you usually know where to go. For example, a lot of business buildings have outlets in the side walls that are unlocked. I've seen many outlets in front of stores that have unlocked outlets for the tree lights and maintenance equipment.

At this place I used to work, the homeless guy would charge the batteries for his flashlight and radio outside our store.
