u know how kazaa or adware just starts busting out pop ups even when you're not surfing (obviously you have to have broadband to be connected).

does the google toolbar block those even if IE is not open?

Yes, the Google Internet Explorer toolbar blocks popups when IE is not running. I mean, that's just silly if it doesn't. It's not like it's made specificlly for IE or anything.

no if ie isn't running the toolbar isn't running.
