for the present intel cpus, the answer is no because as you rightly pointed out,that the multiplier is locked in Intel CPU's! 🙂

Actually it depends. For example by mobo's multiplers max out at 5.5x (I think). But I ran my celery 600 (9x) at 927 (103*9) by pulling out all the multiplier jumpers. It completely ignores the BIOS setting and just uses the Intel locked multiplier.
