Does The Congressional Black Caucus Believe In The Civil Rights Act?

Curious considering the civil rights act got brought up because of Rand Pauls comments.

Simple question.

These days, all the Civil Rights Act of 1964 does is stop racist whites from destroying their business. But even back when it was passed it was done not to help blacks, but rather it was to infringe on property rights and to increase eminent domain. The Civil Rights Acts of 1960 and 57 were good, but 64 was unnecessary.

And? It's a group, not an institution. There is also a Congressional Appalachian Caucus, an Asian Pacific American Caucus, a French Caucus, a Western Caucus...

... and which one of those other groups restrict membership specifically by race? .... and would that same group be perfectly fine with another group in congress excluding other members because of their race? Methinks not.
