Does the bottom of a SocketA heatsink need the 4 corner spacer pads, or are they on the Socket A CPU?

With a SocketA CPU there are the 4 pads in the corners to balance the heatsink....

But my question is, are the spacers on the heatsink itself or on the SocketA?

If they are suppose to be on the heatsink does anyone know where I can some for an FOP32...my FOP32 doesn't have them.
