Does the 3 % fee to be able to do a balance transfer included in the credit limt you have ?

For example if you have a $1500 credit limit and want to balance transfer $1500 to this credit card. Will the $45 balance transfer fee be included in your credit limit, therefor making you go over your available credit limit making you have to pay even more charges?
