Yes it should.. the file doesn't exist by default, you need to create the file yourself. Just use notepad or any text editor to do that.

Assuming Windows XP, it's C:\Document and Settings\[Profile name]\Application Data\Mozilla\Firefox\Profiles\xxxxxxxx.default\user.js

You could use the Chromedit extension to easily apply those tweaks. It is what I used since I didn't liek using notepad to do it.
