It does have an option (settings - interface) to start when your computer starts if that helps. I have no idea if it is on by default because I have it unticked.
I'm a manual type of person though. I like to start, update and close everything manually.
I don't mind Steam running in the background but I wish it had an option to auto minimize to taskbar whenever I launch a game like Battle.net does. It makes alt tabbing easier between a game, browser, explorer, etc.
if you arent playing a game steam is only monitoring for updates and your friends list. you can set your status as offline and all the friend stuff stops updating, which should eliminate any of the more frequent client activity.
