Does Southern Cal have the best residential irrigation system in the world?

Everywhere I lived Texas, Virginia, North Carolina, New Mexico, Spain, etc., when it doesnt rain much there are voluntary and then manditory water restrictions.

I just moved here last year and it rained like 1 or 2 times for half the year. Not only that but its all green out here, It seems like everyday the sprinklers are on all over. Its weird coming from a place like Virginia, where it rains more than seattle but when it didnt rain for a few weeks there would be water restrictions. But out here it doesnt rain for months no problem.

I also lived in Texas for over 10 years and when it didnt rain much we had to do water restrictions.

it wouldnt surprise me, I heard that new mexico has like year round water conservation
 
eeeeer, well, you obviously missed the drought in late 1980 and early 1990's when we didn't even flush our toilet and took only one shower even if it was 90 degrees.

A lot of it coming right out of the Colorado mountains. You can go up to the ski resorts in the summer and watch the snow melt and go into the river thats is channeled all the way to California.
