Does software like this exist (and if so reasonably priced?)

Basically what I'm looking for is the ability to draw out a floor plan in 2D, have the program render it in a 3D drawing, and then allow me to take a picture and "skin" it onto the walls of the 3D image?

Ultimately I'd like the rendering to be able to dump to stand alone .exe that would be browseable by a computer novice or somebody that didn't have the program.

Does such a thing exist?
