Does semi-annual mean 6 months?

So I was at the post office trying to get a P.O. Box..but the line was way too long to stand in for someone as impatient as me..but I saw their PO Box rates, which were listed "semi-annual" prices. One semi-annual session was $35, and this seemed about right for 6 months worth.

Technically it just means 2x a year, but in that case I would say yes, you have to pay that rate every 6 months.
