My system has Asus B350M Prime-A/Ryzen 1600AF/2x8GB Crucial Ballistix (Rev.E running at 3000CL15@1.2V)

Now I want to add 1 or 2 16GB module on top of it.

1. After filling 4 slots would those still run at higher speeds or will I have to slow it down to 2666 or something?

I'm asking because Crucial Basics (2666CL19 Rev. D) are ~25% cheaper than Ballistix (3000mt/s). If the CPU&MB combo can't keep up with 4 modules at 3000mt/s I see no point in paying for high speed modules.

2. Would the Crucial Basics RAM (2666CL19 Rev. D) be overclockable in this situation (looking for 3000CL15, not higher). Or should I pay the extra 50$ for Ballistix (Rev. E) to match them with the already installed modules?

My 2700x doesn't get the RAM clock higher than 3066 MHz for two dual rank modules. Don't know if that's good or bad.
Four single rank modules would only put a slightly higher load on the memory controller, but as most 16GB modules are dual rank ones I would expect the highest achievable memory clock to be closer to 2667 MHz as you would have three ranks per channel.
If you want high memory clock with 4 RAM modules don't buy dual rank.

Both rev.d and rev.e chips are 8Gb, so I think my existing modules are single rank and the 16GB modules I'm eyeing on are both dual rank.

On one hand Rev. E might be easier on IMC so might be the better choice.

On the other hand if it won't be easy enough on IMC I might as well go with the cheaper modules. That's why I can't decide.
