Does Rev 1.3 solve Ati 9700 problems with agp bus speed problems while over clocking?

dunno bout agp bus speed problems when overclocked, cos i dont think ATI or its partners would be bothered about this.
The revision 1.3, or more correctly BIOS revision 1.3 was ment to fix the AGP8x problems with some AGP8x motherboards, when you tryed to run it in 8x mode or even 4x modes and it wouldnt boot or continusly crash.

do you have the 9700pro already?
is so and youre having the problem, then download the latest BIOS update and/or force the AGP speed instead of cos that sometimes helps.
if you havnt got the 9700pro yet, then download the latest BIOS anyway, get the card, and it should work, if it doesnt then force the AGP setting in the BIOS and see if that helps. dont forget the plug in the power connector to the card as well.

No. Rev. 1.3 has been proven to fix some compatability problems with 8x boards which will not even boot-up with a 9700 pro installed. It has nothing (or at least identified as having nothing) to do with 4x problems. You may be experiencing problems with a PSU which is not providing enough clean, stable voltages.
