Does refrigerating batteries make them last longer?

Nope, it will drain them at exactly the same rate (assuming that the device does not draw additional power to function in a cold environment, such as needing extra energy to overcome thicker motor grease).

Once the battery warms up again, you will be able to use the full remaining charge. People who take pictures often in cold environments will typically keep 2-3 batteries with them, one in the camera and one or two in their pockets. When the one in the camera "dies" they put that one into their warm pocket and use one of the other two batteries, when that one "dies" they will pull out the third battery. When the third one "dies", they put the first one back in and it functions perfectly again because it has been warmed up. People use this technique to get full life out of their batteries in cold environments.
